Stuck with a Page - Need Help

I have a business webiste that does very well, except for 1 page. As far as I can tell, the page: http://www.kailuasailboards.com/kayakrental.html , is well optimized but for some reason does not show up on the search results it is optimized for, such as "Kayaking rentals in Hawaii" or "kayaking rentals in Kailua". The similar page "http://www.kailuasailboards.com/kayakrental.html" does show up, even though it is optimized more for "guided kayak tours in Hawaii/Kailua".

I have thoroughly compared the two including content, head tags, descriptions, headings (h1,h2, h3), alt tags etc., but cannot find a major difference in how it is optimized. If you have any ideas, please let me know. Thanks,
