Generating Traffic for Real Estate Site

Greetings, I am new here. I work for a multiple-listing service website for apartment rentals. We're trying to get a good handle on the entire state of NJ, so we'd like our site to come up when any NJ city is searched on google.

Right now, if you search "Newark Rentals" for example, we're at the bottom of page 4. We've created pages on the site for a number of our top municipalities, with lots of SEO on each page, but we're still lagging behind.

What should we be doing?

links, links and more links. Links seem to be single most powerful boost to google ranking. Post comments on blogs, post a few articles on blog websites.
