If the links which you get are able to fulfill the guideline then they visible in Google after next updates.

But for that its required that your links present on that page constantly. Because Google only like old links.

So that's the reason your links are not visible in Google before Google always prefer old links.

I don't think so. In the upcoming, new improved Google search engine, they improved their indexing power; making it more faster and relevant. They say that SERP in some website MIGHT change a LITTLe, but not SO MUCH.
