Buying a .ca - SEO Help

I want to buy a .ca but I can only find one broker for them who's really expensive. I'm not Canadian. Does anyone know a good place for getting these domains?

I use pool.com for most of my .ca domains.
The affiliated registrars for .ca domains have agent service for foreigners.

I don't get it - do pool.com actually do registrations of new domains, or just resales?
